Clarity RS / NLD Consulting is a qualified reserve fund study provider serving condominium corporations throughout Yukon, including the major centres of Whitehorse, Dawson City, and Watson Lake. Our team works with a wide range of residential and commercial communities across the territory, from larger urban-style condo developments in Whitehorse to smaller townhouse and mixed‑use projects in northern communities.

As of October 2024, NLD Consulting became Clarity Reserve Solutions Ltd., a national firm committed to elevating the standard of reserve fund consulting across Canada. While the Clarity Reserve Solutions name reflects our growing national presence, our local clients continue to benefit from the same experienced team, proven methodologies, and personalized service that have defined NLD Consulting for more than a decade.

This transition represents growth—not a change in quality. We remain home to Canada’s largest and most experienced reserve planning team, comprised of Certified Reserve Planners (CRPs), Accredited Appraisers (AACI), and PRA-designated specialists. Our core mission remains unchanged: to deliver clear, comprehensive, and timely reserve planning solutions that support informed decision-making.

Under the Yukon Condominium Act, 2015 and Reserve Fund Regulation (O.I.C. 2022/27), condominium corporations are required to establish and maintain a reserve fund and obtain a Reserve Fund Study prepared by a qualified professional.

A reserve fund study must be completed before the first Annual General Meeting (AGM) of a condominium corporation and must be updated at least every five years thereafter to reflect current conditions and financial requirements.

The purpose of a reserve fund study is to identify major common property components, estimate their remaining useful life and replacement costs, and provide funding recommendations to help ensure the reserve fund is adequately planned and funded.

Michael’s experience in the field of Real Estate Consulting since 1989 includes residential strata development, construction, and strata renovation in BC, preparation of reserve fund studies and depreciation reports throughout BC, construction costing and valuation specific to strata developments in BC, as well as experience at the Board level on strata budgeting on various strata councils. Michael completes and reviews Depreciation Reports and Reserve Fund Studies throughout BC using the REIC Functional Reserve Fund Format, and additionally follows the standards of the world’s trade organization for reserve study professionals, the Association of Professional Reserve Analysts (APRA).

Michael has provided Depreciation Reports and Replacement Cost Appraisals for many of the most prominent residential/mixed use towers in the province, as well as low rise and townhome strata residential developments and commercial/industrial developments throughout BC. Michael has served on the Board of Directors for the Vancouver Chapter, Real Estate Institute of Canada (REIC) beginning in 2013, and is the Chapter Past President from 2015/2016, and REIC-BC past President for 2022/23.

Terry Dowle

Terry has been involved in the Real Estate Consulting industry in the Metro Vancouver and Fraser Valley regions since 1989. His experience includes strata development, co-operatives, undivided fee simple ownership, new construction, and strata renovation in preparation of reserve fund studies and depreciation reports throughout BC. Terry completes and reviews Depreciation Reports and Reserve Fund Studies throughout BC using the REIC Functional Reserve Fund Format and is a member of the Association of Professional Reserve Analysts (APRA).

Terry has provided Depreciation Reports and Replacement Cost Appraisals for many of the most prominent residential/mixed use towers in the province, as well as low rise and town-home strata residential developments and commercial/industrial developments throughout BC. Terry has served on the Executive for the Appraisal Institute of Canada – BC Association - Vancouver Chapter, he has been a BC Provincial director, serving as 2020 President. Terry is a national director of the Appraisal Institute of Canada and serves as the President for the 2025/2026 year.

Lexi has been involved in the Real Estate Consulting industry across Metro Vancouver and the Fraser Valley since 2021. Lexi completes and reviews Depreciation Reports and Reserve Fund Studies throughout BC using the REIC Functional Reserve Fund Format.

Lexi is also a Certified Reserve Planner (CRP) designated with the Real Estate Institute of Canada (REIC) and has provided Depreciation Reports and Reserve Fund Studies across BC. She has worked on studies for many of the most prominent residential/mixed use towers in BC, as well as low rise and town-home strata/condo residential developments and commercial/industrial developments throughout BC, Manitoba, and Saskatchewan. Lexi actively volunteers with the Real Estate Institute of Canada (REIC).
